The nature of an illegal dismissal case, money claims, and reinstatement are administrative in nature and does not require strict compliance to the rules on evidence and trial type proceeding. The parties are only required to present position papers and the labor arbiter can decide the merits based on the former.
This is in accordance with the principle that labor laws shall be interpreted liberally in favor of the labor and the working as enshrined by no less than our Constitution.
